Has Title IX had a positive or negative effect on college athletics?

Background info on Title IX:

In 1972, the United States Congress voted in favor of Title IX, part of the Educational Amendments. This law states that discrimination against women in federally-funded education, including athletics.

The law was created in order to increase female participation in college athletics, and also called for an increase in funding towards female college sports teams. The athletic funding must correspond to the individual colleges' female:male ratio.

Example: If Southwestern Virginia Tech had 55% male students and 45% female, then athletic funding must be handed out at a 55:45 percent male to female ratio.

The controversy surrounding Title IX stems from the fact that in order for females to gain funding, some scholarships must be taken away from men. So it truly is an ethical dilemma. This site offers information and editorials for both and Pros and Cons of Title IX.
